Neutrosophic multicriteria method to evaluate the procedure for the adjudication of abandoned assets in Ecuador

Abstract
The land allocation process in Ecuador refers to the disposition of abandoned or unowned property. It is managed by the Decentralized Autonomous Governments (GADs), following the regulations of the Organic Code of Territorial Organization. In this context, the municipality of Ibarra must thoroughly analyze and understand this process, identifying its characteristics, benefits, and challenges, in order to establish solid foundations that contribute to the continuous improvement of land allocation. Evaluating the efficiency and effectiveness of this procedure is essential, which involves examining response times, administrative procedures, clarity of requirements, and guarantees of citizen participation. Identifying obstacles and areas for improvement will optimize the process, generating benefits for both applicants and the municipality by reducing costs and management time. The law guarantees equitable access to land, promoting the country's rural and agricultural development. In this regard, a multi-criteria neutrosophic method will be implemented to evaluate the adjudication process for abandoned property in Ecuador, ensuring a comprehensive analysis that considers various aspects of the process. This approach will facilitate the identification of critical elements that affect legal certainty and will improve the transparency and effectiveness of land registration, allowing both Ecuadorian citizens and foreign residents to legitimize their ownership of land with no known owner. Through this research, we seek to contribute to the optimization and modernization of the adjudication process for abandoned property in the country.
