Abstract

As is generally known during the presidential terms since 2008 until today, states of exception have been decreed disproportionately in the Ecuadorian territory; some with all the relevant legal basis, while in others without having a firm legal basis, decrees that in turn violate the rights of citizens. These decrees of states of exception were made in order to remedy the lack of public policies to govern the country. That is why in this research a study is carried out from a Neutrosophic perspective on the use of the state of exception as a dissuasive method in a state of rights and social justice, in the research the postulates of the mixed approach were followed, so the methods and techniques are subscribed to this type of study, where they are grouped by their nature of theoretical, empirical and mathematical-statistical character. The results obtained in the research denote an adequate level of validity, which makes them contextualizable to other similar scenarios.
