Abstract

The extraordinary acquisitive prescription of movable and immovable property must ensure compliance with legal requirements. In recent times, this right has been highly demanded due to the advancement and development of the city and the unorganized settlements in Santo Domingo. Accordingly, people have considered this figure as the most viable way to legalize their lands. The degree of compliance of an indicator of the action of extraordinary acquisitive prescription of domain as an original title of domain is expressed through a direct relationship of the performance of neutrality representing a domain of neutrosophic values to model uncertainty. The implementation of Soft Computing techniques has been used to represent uncertainty in decision-making processes of this nature. The present research proposes as a general objective the development of a method for the evaluation of the action of extraordinary acquisitive prescription of domain as an original title of domain and the territorial organization in Santo Domingo. The implementation of the method allowed to determine that there is indeed an impact on the 2030 Development and Territorial Planning Plan, concluding that the extraordinary acquisitive prescription of domain allows the titling and legalization of lands, which has affected the territorial planning carried out in the Decentralized Autonomous Government of the municipality of Santo Domingo.
