Neutrosophic Cognitive Map for the analysis of the factors that contribute to the shortage of medical supplies at the “Baeza” Basic Hospital

Abstract
The research was carried out at the Baeza Basic Hospital, located in the Quijos canton, Napo province, with the aim of using the Neutrosophic Cognitive Map to analyze the factors that contribute to the shortage of medical supplies. Through this approach, several critical elements that affect the availability of medical supplies in the hospital were identified. Among the most significant factors were the lack of suppliers, the absence of applications for the award of purchase orders, unpaid suppliers, and long delivery times for medicines and medical devices. In addition, it was observed that centralized purchases and the lack of vehicles for the transport of supplies hindered the supply process. Another complication was that the quantities of medicines and devices delivered were minimal and the lack of adequate physical space for their storage made the situation even more difficult. Despite the fact that a needs survey was carried out, a deficiency in communication between the hospital staff and those who manage the acquisition processes was evident, which contributed to the problem. As part of the proposed solution, an intervention plan was implemented that included daily monitoring, aimed at reducing the factors that cause shortages of medical supplies. This strategy not only seeks to improve the flow of supplies, but also to optimize coordination between the different actors involved in the acquisition process, thus promoting more efficient medical care at the Baeza Basic Hospital.
