Neutrosophic multicriteria method for the analysis of the lack of Afro-Ecuadorian territorial constituencies of special regime

Abstract
The lack of formation of Afro-Ecuadorian territorial constituencies with a special regime in Ecuador is a significant problem, despite the legal framework established in the 2008 Constitution and the Organic Code of Territorial Organization, Autonomy and Decentralization. Despite the existing legal framework, these constituencies have not been established, negatively affecting the communities. The objective of the research is to develop a multi-criteria neutrosophic method for the analysis of the lack of formation of Afro-Ecuadorian territorial constituencies with a special regime. It was necessary to explore issues such as territorial autonomy, political representation, and practical and legal challenges. The study examines different interpretations of the consultation process for the formation of these constituencies, using quantitative data to diagnose the current situation. It addresses the complexity of the issue from multiple perspectives, including regional inequalities, political interests, and limitations in resources and capacities. In addition, it analyses how the modification of constituencies could alter the distribution of political power and generate resistance, as well as the tension between community autonomy and the principles of unity of the Ecuadorian State.
