Abstract

The adoption process in Ecuador faces various challenges that significantly affect the rights of the children and adolescents involved. Despite being recognized as a crucial measure to provide a stable and protective family environment, adoption is hampered by bureaucracy, lack of resources, and long delays in administrative and judicial procedures. In this context, it is proposed to develop a Neutrosophic Cognitive Map that allows a comprehensive analysis of the factors that delay the adoption process in the city of Ibarra. The Ecuadorian legal framework, outlined in the Organic Code of Children and Adolescents and the Civil Code, establishes rigorous conditions for adopters, such as economic stability and legal capacity, with the aim of ensuring the well-being of minors. The impact of these delays goes beyond legal and administrative aspects, affecting the emotional and psychological development of children and adolescents awaiting adoption. Therefore, it is essential to analyze not only the legal and social implications of the process, but also to identify and address these factors that prevent effective adoption, with a view to avoiding the violation of the rights of minors. It is suggested to improve inter-institutional coordination, train staff and optimize administrative processes to protect and ensure the rights of minors in this vital process.
