Abstract

Globally, the countries most affected by disasters are generally the poorest countries. Ecuador, in particular, has been one of the countries most affected by high intensity seismic events. Hence, the incorporation of educational institutions in risk reduction plays a preponderant role. The objective of this work is to strategically analyze risk management in the "Prof. Manuel Sandoval Simbal" School of Basic Fiscal Education, using analytical methods, under the modality of strategic situational analysis. The focus group technique was applied and several matrices (SWOT, MEFI, MEFE and MAFE) were elaborated based on strengths, opportunities, weaknesses and threats. Comparing the weighted weight of the strengths with the weighted weight of the weaknesses shows that the internal forces (strengths) are favorable to the organization. The external environment is unfavorable for the educational institution, since the total weighted weight for threats is higher than the weighted weight for opportunities. The qualitative results obtained are analyzed through neutrosophic linguistic terms, in particular through the neutrosophic cognitive maps, which are useful to quantify those qualitative elements related to risk management in Ecuadorian educational institutions and to be able to execute the strategic situational analysis in a complete way, without leaving arguments to be analyzed, since with this method a greater interpretability of the data is obtained, which contributes to diminish the uncertainty present in the qualitative results obtained.
