Abstract

This research aimed to develop a methodology to measure the materialization of the Principle of Transparency, in the public administrative function, in Ecuador. A mixed methodology was used that integrated the expert method and a force calculation matrix by which it was determined that the variable transparency of the public administration's performance, together formulates as a whole a consistent inadequacy in achieving the critical values of realization by showing an anemic state and social structuring.
