Abstract

The Ecuadorian State neglects the effects generated by the economy as a result of migration, and ignores the remittances sent by Ecuadorian migrants, due to an apparent total absence of State policies that are interested in projects of socio-economic interest of families. Ecuadorians. The Ecuadorian State has not created the conditions, nor the economic-legal structures necessary to attract, invest and protect the money that comes from our emigrants abroad, nor has it concerned itself with the creation of a fund for its investment and promotion. This research aims to develop a multi-criteria method for evaluating the effectiveness of Ecuadorian legislation in the promotion and investment of emigrants' remittances in projects that contribute to the socio-economic development of this group and the country. The proposed method bases its operation on a multi-criteria approach to evaluation. A case study is implemented with the objective of evaluating the level of effectiveness of the aforementioned legislation.
