Abstract

Migration and access to public migrant protection services constitute an important aspect since it guarantees social and economic inclusion. Furthermore, it has become a complicated issue as a result of the greater forced internal movements of the population in their countries of origin. The violation of the human rights of migrants along their transit routes, and the increasingly restrictive immigration policies in destination countries, also constitute aggravating factors. As the crisis in Venezuela grew, more than 287,000 Venezuelan migrants entered Ecuador in 2017, of which 61,000 remained in Ecuador. The teachings related to immigration control contained in special laws or international treaties applicable to Ecuador maintain an open-door policy with the world, especially to increase the country's tourism offering. Based on these data, this research proposes the implementation of a method for evaluating access to migrant protection services in Ecuador. Its operation is based on a multi-criteria approach using the Neutrosophic Hierarchical Analytical Process.
