Neutrosophic method to determine the effectiveness of the Ecuadorian State in complying with article 12 numeral 4 of the Organic Integral Penal Code

Abstract
In this research, the effectiveness of the Ecuadorian State in compliance with article 12, paragraph 4 of the Comprehensive Organic Penal Code was analyzed specifically in the case: Social rehabilitation center of Ibarra, Ecuador. The objective of the research is to develop a neutrosophic method using expert criteria to determine the effectiveness of the Ecuadorian State in compliance with article 12, paragraph 4 of the Comprehensive Organic Penal Code, referring to the rights of people deprived of liberty in Ecuador. The research method was based on the mixed approach. To substantiate the results, an interview was applied to the Judges, the Prosecutors and the Director of the Ibarra Social Rehabilitation Center, generating an analytical-reflective process. With the implementation of the proposed method, it was concluded that the rehabilitation procedure of people deprived of liberty in Ecuador is carried out from the deprivation of liberty in the Rehabilitation Centers, having to comply with the sanction imposed by the judge. However, this group of people has a set of rights that they can exercise voluntarily.
