Strategic Planning as a Management Tool at the Andes Center for Technology Transfer and Development

Abstract
Strategic Planning and the Balanced Scorecard are ideal tools to improve the quality of service and the performance of organizations. This article aims to apply a management tool to support decision making for the improvement of the administration of the Center for Transfer and Development of Technology CTT of the Andes, a survey was applied to workers and also an interview was made to the departmental directors of the CTT and the following findings were found; the staff does not know the horizon to where the Center is going, no operational plans are made, they do not know their line of command which generally causes conflicts and lacks methods of monitoring and monitoring which affects the quality of customer service. The results obtained suggest the implementation of the Balanced Scorecard, which is a strategic planning methodology that allows the evaluation of an organization's performance based on four key perspectives: customer, financial, learning and growth, and customer. In the process, single-value neutrosophic numbers were used to increase the accuracy of the proposal. This will help to improve the quality of services and performance of the Los Andes CTT Technology Transfer and Development Center.
