Abstract

Human talent management by competencies allows structuring the intellectual capital of the organization with its business strategy and promoting the professional development of its personnel. The purpose of this article is to propose a competency-based human talent management model for the Finance Department of UNIANDES Matriz with a view to improving the performance and adequacy of personnel in their jobs.  An interview was conducted with the Director of Human Resources and a survey was conducted with the teaching and administrative staff of the Units and the following results were obtained: the lack of a system that facilitates the processing and optimizes the information corresponding to the financial personnel, low performance of the personnel in their functions that make it impossible to develop the necessary skills to carry out their tasks to their maximum potential. To remedy the shortcomings detected, an innovative management model is proposed to create more efficient work teams, align the recruitment process for both teaching and administrative staff with the strategies, guarantee their personal and professional development, and increase productivity in general. To increase the accuracy of the proposal, single-valued neutrosophic numbers were used. This will also increase the motivation and satisfaction of human talent, which will form the basis of a fair and equitable compensation system, as well as the evaluation of positions with objective and quantifiable criteria.
