Abstract
The public administrative procedures certify that the public administration systematically reviews its procedures and provision of services, in order to redraw and document work processes, evaluate and improve the quality of services, flatten management instances, respond promptly to requests and citizen demands, and reduce the management of documentation to the strictly unavoidable, providing traceability in the process of maneuvering public affairs. The objective of this research is to propose the implementation of administrative procedure manuals as legal regulation mechanisms that facilitate the effective materialization of the constitutional principle of transparency in Ecuador. This proposal was validated by expert criteria based on the Delphi Neutrosophic method, which demonstrates its opportunity and relevance for application in the Ecuadorian legal system.
