Neutrosophical study on the preliminary investigation stage of the administrative sanctioning procedure in the municipal government of Riobamba

Abstract

The purpose of this research is to analyze the normative postulates of administrative nature that regulate the sanctioning administrative procedure in the Municipal Decentralized Autonomous Government of Riobamba Canton in the instruction stage. The evidentiary responsibility of the public administration, with the purpose of not violating the subjective rights of the administered, guaranteeing the right to defense and due process. That is why the objective of the research is: to carry out a neutrosophical study on the instruction stage within the sanctioning administrative procedure in the Municipal Government of Riobamba. The research was carried out in the administrative sanctioning procedures in the bodies in charge of exercising this power, applying the principles of typicity, proportionality, legality that constitute the main foundations for the Public Administration, which is fully subject to the law. Theoretical, empirical and mathematical statistical methods and techniques were used. The results obtained denote the feasibility of the research.
