Neutrosophic Multicriteria Method for the evaluation of the Urban Fauna Control Ordinance in the Munici-pal Government of Salcedo Canton

Abstract
This research proposes the development of a Neutrosophic Multicriteria Method to evaluate the Urban Fauna Control Ordinance of the Municipal GAD of Salcedo, in order to address the problem of urban fauna overpopulation. The aim is to analyze the effectiveness of existing measures and propose comprehensive solutions, such as sterilization campaigns and education for citizens, which consider the protection of the rights of domestic animals in the context of the ordinance. The research is based on a quantitative approach and descriptive analysis, using data collection tools such as bibliographic observations, documentaries and interviews. Relevant legal aspects are reviewed, such as the Constitution of the Republic of Ecuador, the Comprehensive Organic Criminal Code (COIP), the Organic Law on Animal Welfare (LOBA) and the regulations of the Decentralized Autonomous Municipal Government (GADM) of Salcedo, fundamental elements to guarantee animal welfare. Preliminary results of the implementation of the Neutrosophic Method indicate a lack of knowledge in the population regarding animal welfare regulations and the importance of responsible pet management. The research not only seeks to contribute to the development of more effective policies, but also to promote social awareness about responsible animal ownership, highlighting the need to balance animal rights with the benefits and sanctions established in the ordinance.
