Abstract
The Ecuadorian state, as the governing body of public action, offers, through the State Attorney General's Office, protection to people who are at risk, being part of a criminal process, these may be victims, witnesses or other participants. This protection and assistance system seeks to ensure the participation of the protected persons in the different procedural stages, to facilitate their interventions in the process and to prevent crimes from going unpunished. The objective of this research is to develop a neutrosophic method for the recommendation on the protection and assistance system for victims, witnesses and other participants in Santo Domingo. The research modality was mixed qualitative and quantitative, the methods were inductive, deductive, experts, the scope was descriptive, the techniques applied were the interview and the survey. Concluding that the State Attorney General's Office provides, in a limited manner, the protection service to victims and witnesses through its officials who safeguard the integrity of people who are within a criminal process, since they have little staff such as four agents for forty-seven beneficiaries of this program, and an annual budget of seven thousand dollars for the year 2022, which was reduced to five thousand dollars for the year 2023, another factor that does not allow the proper development of the system is the lack of knowledge of the population about this right.
