Abstract

The debate over Ecuador's external debt payment has generated controversy due to its impact on economic and social rights. During the COVID-19 pandemic, it was argued that allocating debt resources to combat the disease would be more bene- ficial for the population. However, problems such as medication shortages and lack of university spots persisted, negatively affecting the citizens. The objective of this study is to critically analyze how external debt payment violates economic and social rights in Babahoyo in 2022. It aims to provide legal and doctrinal foundations, diagnose negative impacts on the population's rights, and propose possible solutions. This study seeks to inform the residents of Babahoyo about the violation of their rights and provide valuable information to decision-makers and stakeholders in the affected community
