Editorial Policies of Neutrosophic Sets and Systems
At Neutrosophic Sets and Systems (NSS), we are committed to the highest standards of academic integrity, transparency, and fairness in scientific publishing. To safeguard the quality and credibility of our journal, the following editorial policies are applied rigorously and without exception.
1. Independence of Peer Review

All submitted manuscripts undergo a double-blind peer review process with at least two independent referees.

Reviewers are selected based on their expertise in the subject area, and they must have no conflict of interest with the authors.

The editorial decision (acceptance, revision, or rejection) is based solely on the academic merit of the manuscript and the reviewers’ recommendations.
2. Publication by Editors and Editorial Board Members

To avoid conflicts of interest, the Editor-in-Chief and Editorial Board Members are strictly limited to publishing a maximum of one article every two years in NSS.

Any submission from an editor or board member is handled independently by an external Guest Editor or Associate Editor with no affiliation to the author.

The peer review process for such papers is fully double-blind and overseen with extra scrutiny to ensure fairness.
3. Conflict of Interest Policy

All editors, reviewers, and authors must declare any potential conflicts of interest.

Editors and reviewers must decline assignments if there is any personal, academic, or financial relationship that could influence their judgment.

Authors must disclose funding sources, institutional affiliations, and any competing interests related to their work.
4. Citation Integrity

NSS does not tolerate coercive or excessive self-citations. Authors are expected to cite only relevant and necessary literature to support their work.

Citations must be academically justified; manuscripts with disproportionate or manipulative citation patterns will be rejected.

The journal continuously monitors self-citation rates and maintains them at levels consistent with international publishing standards (below 15%).
5. Transparency and Editorial Accountability

The role of the Founder of the journal is recognized as Honorary and advisory. Day-to-day editorial responsibilities are carried out by the appointed Editor-in-Chief and the independent editorial team.

The names, affiliations, and responsibilities of all editorial board members are published openly on the journal website.

Any changes to the editorial structure or policies will be announced publicly.
6. Ethical Standards and Screening

All submissions are screened for plagiarism using iThenticate prior to peer review.

The journal adheres strictly to the COPE (Committee on Publication Ethics) Guidelines in handling ethical issues such as plagiarism, duplicate submissions, authorship disputes, and research misconduct.

Retractions, corrections, or expressions of concern will be issued whenever necessary to preserve the integrity of the academic record.
7. Frequency and Publication Control

The journal maintains a stable and reasonable publication schedule, with volumes released monthly and containing a standard number of articles (approximately 20–25 per volume).

Sudden increases in publication output are avoided to ensure that peer review quality and editorial oversight are not compromised.
8. Open Access and Copyright

All articles are published under a Creative Commons Attribution (CC-BY 4.0) license, ensuring free and permanent access to the research.

Authors retain copyright, and their work is immediately available to the global research community upon publication.
9. Appeals and Complaints

Authors who wish to appeal an editorial decision or raise a complaint may contact the editorial office directly.

Appeals are reviewed independently by the Editor-in-Chief in consultation with external experts when necessary.

Complaints are handled in accordance with COPE best practices to ensure fairness and transparency.
