The convergence of academic excellence and political governance is becoming more
and more important for changing higher education scene. Excellent Party building is now seen as
a catalyst for institutional renovation and advancement rather than just a political necessity. The
role and quantifiable effects of Party building techniques on the overall growth of universities are
examined in this study, with an emphasis on the ways in which organizational, leadership, and
ideological changes support high-quality education, the development of talent, and social service.
The study examines the efficacy of Party-led initiatives and their conformity to national
development goals using a multi-criteria evaluation approach. There are many uses for graph
theory, which may be used to explain the interactions between several people, in a variety of
domains, including database theory, data mining, neural networks, expert systems, cluster
analysis, control theory, image capture, and current sciences and technology. The idea of a
neutrosophic set, which is an extension of fuzzy sets (FS) and intuitionistic fuzzy sets (IFS), is a
more useful tool for managing ambiguous, inconsistent, and indeterminate information that
arises in real life than FSs and IFSs. The discoveries pertaining to crisp graphs, fuzzy graphs, and
intuitionistic fuzzy graphs are expanded in this work by applying the graph theory to single
valued neutrosophic sets and exploring a novel type of graph structure known as single-valued
neutrosophic graphs (SVNG). We use SVNG for Evaluation of High-Quality Party Building in
Driving the High-Quality Development of Universities. An example is provided. The results are
intended to offer empirical understanding and policy recommendations to improve Party
building as a tactical tool for raising the standard of higher education.
