—Evaluating entrepreneurial competencies in Politically-Informed education,
encounter significant challenges because of inherent within dynamic causal interactions.
In this study, we propose a novel Complex Threshold Neutrosophic Cognitive Mapping
(CT-NCM) framework to model and analyze the complex and interdependent factors
affecting entrepreneurial ability of students. With integration of standard cognitive maps
with complex threshold neutrosophic structures, our model captures not only the
uncertain magnitudes of influence but can also reflect hesitation, cyclicity, and temporal
delays. In addition, to aggregate conflicting or imprecise expert knowledge, we introduce
a Complex Einstein t-Norm-Based Aggregation Operator that maintains mathematical
rigor while enabling robust multidimensional fusion. Theoretical properties of this
operator—such as boundedness, monotonicity, and idempotency—are formally proven.
Further, a realistic case study is presented, and it involve politically-influenced
educational systems to demonstrate the applicability of the CT-NCM, along with detailed
data matrices, membership updates, and dynamic evolution of key entrepreneurial
competencies. Our findings suggest that CT-NCM provides a powerful and flexible
decision-support tool offering actionable insights for policymakers, as well aseducators
seekng to cultivate innovation-ready graduate.
