This study proposes a novel mathematical model based on neutrosophic logic to
quantitatively evaluate and enhance the international communication of Traditional
Chinese Ethnic Music (TCEM) through new media platforms. Unlike prior descriptive or
qualitative approaches, we introduce the Neutrosophic Communication Influence Model
(NCIM), which captures the complex interplay of cultural interpretation, audience
uncertainty, and misinformation in digital music transmission. The model employs a
triadic parameter structure, Truth (T), Indeterminacy (I), and Falsehood (F) to formulate
measurable indices: the Neutrosophic Influence Index (NII), Cultural Saturation Function
(CSF), Temporal Impact Decay (TID), and Cultural Engagement Quality Index (CEQI).
Each component is derived through formal equations and validated using detailed
numerical examples grounded in realistic media dissemination scenarios. The results
demonstrate that the NCIM offers precise, time-sensitive insights into the cultural
reception of TCEM content online and provides actionable indicators for improving cross
cultural musical outreach.
