Abstract

: A distinctive nexus of creative expression, cultural history, and educational practice is 
represented by ethnic costume design. It is used as a teaching tool to instill historical information, 
symbolic significance, and collective memory in addition to imparting technical skills in textile 
design, embroidery, and sewing. This study looks at how ethnic costume design may be used as 
a teaching tool to promote cultural transmission in both institutional and local contexts. The study 
emphasizes the significance of tying creative practice and heritage preservation together by 
examining how ethnic design is included into higher education courses, how it affects students' 
cultural awareness, and how it might unite traditional and modern aesthetics. This study uses the 
Normal Pythagorean Neutrosophic Set to evaluate the criteria and alternatives. We use eight 
criteria and six alternatives. We propose a neutrosophic model to rank the alternatives based on 
set of steps. According to research, designing ethnic costumes may help preserve intangible 
cultural heritage, promote identity development, and enhance cultural education. Additionally, 
it highlights how important digital technologies, multidisciplinary teamwork, and community 
involvement are to improving costume design's efficacy as a teaching tool.
