This paper develops an original neutrosophic stochastic framework to evaluate
High-Quality Manufacturing Development (HQMD) under the "Four-Chain Integration"
paradigm (innovation, industry, capital, and talent). We introduce two new constructsNeutrosophic Brownian Motion (NBM) and Neutrosophic Fractional Brownian Motion
(NfBM)-to capture, respectively, local fluctuations and long-memory behaviors in the
truth (T), indeterminacy (I), and falsity (F) dimensions of manufacturing development.
Building on neutrosophic set theory and extending complex neutrosophic structures, we
formalize a tri-component stochastic process
