Neutrosophic VIKOR for Proposal of Reform to Article 189 of the Integral Criminal Code in Ecuador

Given that in Ecuador, according to the authors' criteria, the crime of aggravated robbery through the use of substances that affect the volitional, cognitive, and motor capacities, as defined in the Integral Criminal Code, does not have a penalty in accordance with the principle of proportionality between the degree of violation of a right and the severity of the penalty, the objective of this research is to apply the VIKOR method with a neutrosophic approach to determine a proposal to reform Article 189 of the Integral Criminal Code, which establishes a penalty, with greater proportionality to the harm committed. From the application of the method, a compromise solution set was obtained, where the best alternative is to establish a penalty of 7 to 10 years.
