The transformation of the elderly care industry into a smart, high-quality sector is
central to addressing the demographic shifts in aging populations globally. This study introduces
a novel methodological framework rooted in neutrostructural logic, designed to empower "new
quality productivity" a paradigm that transcends traditional efficiency and embraces
technological adaptability, social inclusivity, and ethical responsiveness. By applying the
theoretical foundations of NeutroGeometry and AntiGeometry, the methodology accounts for
the indeterminacy and partial truth inherent in complex socio-technical systems. Through this
lens, we analyze the smart elderly care ecosystem as a dynamic, adaptive network, driven by
uncertainty, human-centric design, and intelligent infrastructure. The paper further presents
implementation models and evaluative insights that inform policy development, workforce
training, and technology integration for sustainable, high-quality growth.
