Nowadays, decision-making becomes an intricate matter due to an ambiguous, imprecise, and in
determinate setting, particularly in cases with multiple attributes that consider the relationships among sub
attributes and the availability of decision-makers. The deficiency of suitable skills and constrained models
has resulted in significant mistakes in decision-making within this context. This study proposes a generalized
neutrosophic hypersoft set (GNHSS) to solve uncertainty, indeterminacy, inconsistency, and the relationships
between sub-attributes through hesitation of estimated values in decision-making issues. Along with introducing
the new concept of GNHSS, this study also presents some operations and measures to complete the mathemat
ical space of the proposed theory. Then, an advanced model derived from the Technique for Order Preference
by Similarity to Ideal Solution, which is based on GNHSS (GNHSS-TOPSIS), is presented to solve challenges
related to uncertainty, indeterminacy, inconsistency, and relationships between sub-attributes, as well as hesi
tation in estimated values in complex decision-making problems. Furthermore, the feasibility and soundness of
addressing decision-making problems through the proposed model are demonstrated by an example in curious
topic in the real world that is developing a solution for cigarette use reduction.
